Ras El Hekma is an integrated coastal city on Egypt's Mediterranean shore with a total area of about 170.8 million square metres. Modon Holding has been its master developer since 4 October 2024, and is itself developing the 50 million square metre first phase.
Ras El Hekma city sits around 350 kilometres north-west of Cairo. ADQ announced the appointment of Modon Holding as master developer on 4 October 2024, and set up the Ras El Hekma Urban Development Project Company as its supervising subsidiary.
⚠️ The published total area differs between two company-side sources: Modon Holding's October 2024 statement gives 170 million square metres, while the May 2026 joint announcement with Montage gives 170.8 million square metres. Both figures are published and Modon Holding has issued no reconciliation.
The company develops the 50 million square metre first phase, equivalent to roughly 12,000 feddan — two figures that reconcile arithmetically and are confirmed by two independent sources (Modon Holding's own statement and an Asharq/Bloomberg report). The remaining 120 million square metres are developed with partners from Egypt, the UAE and elsewhere under the same oversight.
According to Modon Holding, the city is expected to attract cumulative investment of USD 110 billion by 2045, contribute around USD 25 billion a year to GDP, create some 750,000 jobs and house two million people. These are developer projections, not achieved results.
⚠️ Several property portals circulate a list of 13 coastal precincts within the master plan: Wadi Yemm, The Groves, Canal Beach, Central Business District South, Wadi West, West Dunes, Central Business District North, VIP Community, North Point Island, Wadi East, Central Hills, Park Islands and Yemm Boulevard. That list comes from broker aggregation; we found no Modon-published version of it, so it is given here as an indication rather than a confirmed structure.

Modon Holding is a private joint stock company based in Abu Dhabi and listed on the ADX Growth Market, with ADQ and the IHC Group as its majority shareholders. It is the master developer of Ras El Hekma city in Egypt, and is unrelated to the Egyptian firm Modon Developments.

⛔ Important before you search: two entirely different companies trade as "Modon" in the Egyptian market. The first is Modon Holding of Abu Dhabi, developer of Ras El Hekma city and the subject of this site. The second is Modon Developments, an Egyptian-Kuwaiti partnership founded in 1980 and chaired by Kamal Fayyad, whose projects — Boutique Village, Villagio, Lagoons New Capital and Golf Town — belong neither to Ras El Hekma nor to Modon Holding. the listings itself maintains two separate developer profiles for them.
Modon Holding reported 2025 revenue of AED 13.8 billion and net profit of AED 3.9 billion, with a revenue backlog of AED 46 billion. In dollars those figures are roughly 3.75 billion and 1.06 billion respectively; the difference between the numbers in circulation is a currency difference, not a data conflict.
In the same results, the company's first Ras El Hekma launch generated sales of AED 5.8 billion across 2,109 units. That is a company-reported figure about its own performance and is presented as such.
Jassem Mohamed Bu Ataba Al Zaabi chairs Modon Holding and Bill O'Regan is Group Chief Executive Officer, per the company's October 2024 statement.
Only one precinct of Ras El Hekma city is trading today: Wadi Yemm, which carries most of the residential phases. Wadi East and Wadi West stand apart from it with a different product mix and their own price points.

The city opens at roughly EGP 15.9 million for a one-bedroom chalet and runs past EGP 200 million at Yemm Links Villas, per the current listings in August 2026. Starting prices disagree between sources, so the table below carries each figure with its own attribution instead of averaging them.

⚠️ The figures in the table above do not agree across sources, and that is deliberate. one source publishes systematically lower starting prices than the other for several phases — the gap on Yemm Boulevard alone is about EGP 5 million. Live listings are usually fresher than marketing collateral, but the gap here is too wide to settle by preference, so both figures appear with their sources and no average is calculated.
Distinguish the developer price from the resale price: the first is the unit price directly from the company, the second is an asking price from a current owner and may sit below or above it depending on the phase and market conditions. The table shows developer prices unless stated otherwise.

The first phase developed by Modon Holding is 50 million square metres, about 12,000 feddan, a figure confirmed by two independent sources that reconciles arithmetically with the published square-metre area. The whole city is around 170.8 million square metres, roughly 40,700 feddan — that last conversion is ours, not a figure the company published in feddan.
Across the city the plan runs 5% at booking, another 5% three months later, then the balance interest-free over eight years. Individual phases can differ, so the phase page is where the binding version lives.
No single official schedule has been published for the city. Platform dates run from Q3 2029 for Wadi Yemm to Q4 2030 for several phases, while broker sources speak of first handovers in 2027 — a spread of roughly three years that we show rather than resolve.
We found no official statement from Modon Holding or the competent Egyptian authorities governing foreign ownership in Ras El Hekma city specifically, so we state no conditions or percentages here. This is a legal point that shifts with regulatory decisions; review it with the sales team and a legal adviser before contracting.
Modon Holding puts the city about 350 kilometres north-west of Cairo. No reliable published figure exists for the distance to Marsa Matrouh, so it is left unstated here — an invented number would be more harmful than a missing one.
